In general, users always need to know What can I do next? The answer depends on the context and any rules provided by the system's designers. That is we deal with states and contexts.
Methodologies is an umbrella term for the sequence of activities performed by the users in conjunction with the system.
The part of INSPIRE’s architecture where it looks at the state of the negotiation, dispatches a page to the user's browser or performs a short sequence of computational activities modifying the state.
Implicitly controls the invocation of much of the other functionality of the system.
Implemented as a rule-based structure.
